
PALO ALTO — Amid growing calls to offer stop-gap protections for renters before a rent-cap law goes into effect in January, Palo Alto council members voted 6-0 to adopt emergency measures stopping landlords from wrongfully evicting tenants or increasing rents.
Palo Alto now joins Redwood City and Menlo Park in passing ordinances attempting to mitigate the unintended consequences of the coming state rent-cap law, AB1482, which takes effect in January.
The just cause eviction rule requires landlords who want to evict a tenant to list a qualified reason for doing so — such as substantially damaging property — as a way to prevent any unjust evictions before Jan. 1.
Council members considered urgent action, a memo sent to the council says, after community advocates and tenants flooded the city with calls saying people faced steep rent increases — some as much as 30% — as well as evictions, increases in costs of parking, lock services and other bundled amenities ahead of the law taking effect.
The measure passed a week later than intended, as councilman Greg Tanaka blocked a super-majority on Dec. 2 after asking city staff that the ordinance receive more advance notice and be placed on the consent agenda Monday.
Tanaka joined his colleagues in unanimously adopting the measure, excluding councilwoman Liz Kniss who recused herself.
